My MKII did the same thing, actually around 10 watts out on any 160-10 freq. I sent it back to ICOM with a chart showing power out,
voltage and current to the rig, etc. ICOM got it back to me rather quickly and it put out full power, however, the tech told me the only
thing he did was to perform a reset. I asked if he had checked the power prior to the reset and the answer was "no." The fix was quickly
done, performed under warranty at no cost, and was quickly returned but I sure wish they had verified what I told them before
attempting a repair. I am confident that it was failing to put out the correct power and afterward, it was drawing the more correct amount
of current. BTW, it continues to work fine now and it's been nearly a year. 

Try a reset before sending it back. You'll lose your setups and memory frequencies but it may save you a return repair trip.
